Mississippi State Law on Soliciting in Public Colleges

    • According to Mississippi state law, the eight colleges and universities in that state are managed and controlled by the Board of Trustees of State Institutions of Higher Learning (IHL). In the By-Laws and Policies of the IHL, the individual institutions are instructed adopt rules controlling "sales and solicitations on campuses and grounds of the institutions." At Mississippi State University, the Vice President for Student Affairs reviews the policy every four years.

    Requests for Solicitation

    • Mississippi State University requires anyone wanting to promote a product or service to get approval with the Event Services Office and the Dean of Students. The approval of the Game Day Committee is needed for sports-related products or services. Once approval is given, specific rules are applied: requests must be made 48 hours before the planned activity; the activity cannot interfere with education or traffic; money collected must go for intended purposes; mail can't be used; door-to-door solicitation is prohibited. Those taking part in the activity must also obey all campus regulations, including posting notices only on approved bulletin areas and not handing out information in or adjacent to buildings.

    Department Solicitations

    • Departments at Mississippi State University that receive approval to promote a service or activity must directly control and manage the method used in the promotions. They have to follow guidelines regarding the use of the school logo. The school has a specific policy regarding its trademark. They must also work with the Office of the Controller to make a record of all advertising activities: revenue and expenditures. If the departments are selling advertising, they are responsible for the timely reporting of the funds received. If the reporting is not accurate and timely, the university may revoke the department's authorization for the activity.

    Commercial Business Solicitations

    • Commercial businesses and all groups that are not part of Mississippi State University are not allowed to advertise on campus unless it is related to athletics events, material related to university auxiliary services units, official publications of the university or the student newspaper. Distributing publications that have commercial advertising can only be done in locations already established for similar publications. This policy does not consider sponsorship the same as advertising; however, both advertising and sponsorship must be approved by the university's vice president. The university has the right to revoke approval or not allow certain advertising content if it finds it objectionable.
